What determines that a paint is indeed GREEN?

How does the consumer make sense of this information?

In the paint "space" numerous groups " ... like the U. S. Green Building Council (LEED), Master Painter's Institute (MPI),
Greenguard, California's Collaborative for High Performance Schools (CHPS) and Green Seal ... are trying to define what green means for coatings as well as other consumer products."
